JEFFERSON CITY — When Michael Dubinski returned home from his second tour in Iraq, he found it difficult to readjust to the mundane reality of peacetime life. The rigors of war had left Dubinski, an Army veteran, with a host of issues he felt unequipped to confront. "Irritability. Short temper. Mood swings. Being startled real easy.
