| Panel grills corrections director, calls his plan for prisons 'a sham' |

LINCOLN — The honeymoon’s over for the new head of Nebraska’s troubled prison system. State Corrections Director Scott Frakes, hired in February to turn around the state agency, was grilled by a panel of state lawmakers Thursday. They criticized his response to problems, his purchase of lethal-injection drugs from a dubious source in India and a lack of communication with the Legislature. Some senators labeled a new strategic plan released by Frakes on Wednesday as “a sham” that lacked in details and solutions. In the plan, the new director revealed that he’ll ask for $26 million to expand a Lincoln work-release prison. But Frakes said Thursday that he won’t know until next summer if the state needs to spend even more money to solve chronic overcrowding of state prisons and long-running shortages of rehabilitation and mental health treatment programs.
