Where does New York fit with a nationwide movement to reform draconian sentencing laws that pushed incarceration rates in the United States to among the highest in the world? Reformers say that mandatory sentencing laws have put drug addicts and people with mental illness behind bars serving long sentences for low-level offenses. Members of Congress and 130 chiefs of police and sheriffs have joined the call for reform to end incarceration for low-level offenses and instead offer treatment. It's more compassionate and will save the taxpayers money in a system where the country spends about $80 billion a year on prisons, reformers say. New York reformed its drug laws in 2005 and 2009.
