Phelps Correctional Center and Beauregard Parish leaders reopened Phelps Correctional Center in DeQuincy as a transitional work program facility early 2015. The facility houses non-violent offenders teaching them skills for in-demand jobs. "A lot of these people haven't had jobs in their whole life. They don't know what's out there. This shows them a glimpse of a good career," said Ryan Sonier, an inmate who is participating in the welding training program. "My main goal is to be a CWI, Certified Welding Inspector, and this is giving me all the welding processes in a short amount of time so when I go home, I can further my education." Phelps shut its gates in 2012, after a sudden announcement from the Louisiana Department of Corrections. The state said Phelps was old, inefficient and costly to keep open. Now it houses 300 inmates with more than 200 out int he workforce on work release as part of the new program. "We started seeing all these workers they were going to need and we though it might be a good idea if we could open this up as a work release program," said Beauregard Parish Sheriff Ricky Moses. Vision Building and Development employs 10 inmates on work release for construction, painting, and industrial jobs. Read More. |
