IOWA CITY, Iowa (AP) — The inmate at the center of a cellphone smuggling scandal at an Iowa prison was punished with months of confinement, then sent back to his home state of Kansas, according to records released Tuesday. Prison records released to The Associated Press under the open records law identify the only inmate to face discipline in the case as Wesley W. Ziegler, who's serving a sentence for robbery and kidnapping handed down in Doniphan County, Kansas, in 2004. Ziegler had been incarcerated at the Anamosa State Penitentiary in Iowa since 2012 under an inmate transfer agreement. In November 2014, guards discovered a cellphone in one of the shower lockers of the prison and learned that it belonged to Ziegler. The discovery of Ziegler's phone and a second possessed by other inmates prompted a lengthy Department of Corrections and FBI investigation at Anamosa, which houses 1,000 male offenders in northeast Iowa.
