| Pa. lawmakers question independence of parole board if corrections merger is approved |

Can the Pennsylvania Board of Probation and Parole ever be fully independent if it serves under the umbrella of the state Department of Corrections? That's the question lawmakers are toiling with as they consider Gov. Tom Wolf's proposal to consolidate the two into the Pennsylvania Department of Corrections and Rehabilitation. More than 40 states have already consolidated their entities, but the proposal is getting a lot of pushback in Pennsylvania.
