Gov. Scott Walker said he doesn't believe staffing shortages in state correctional facilities are a factor in allegations that security staff at Wisconsin's juvenile corrections facility have been using excessive force against inmates. "I don’t believe so, but again, we’re going to look at the investigation," Walker told reporters Monday, adding that he was briefed on the investigation last week. "I think their concerns were not specific to that. But certainly we’ll have to wait until we see everything at the end." The Milwaukee Journal Sentinel first reported on Monday that the state Department of Justice opened a John Doe investigation two months ago in Lincoln County, looking into the use of force against juveniles at Lincoln Hills School in Irma.
