| Merging probation, corrections has risk of conflict |

A plan to save millions of dollars by consolidating the Department of Corrections and the Board of Probation and Parole needs further vetting before being pushed through as part of a package of bills related to the new state budget. The proposed legislation, backed by Gov. Tom Wolf and which passed the Senate last week, is facing challenges in the House of Representative. At issue are two matters: Could mixing corrections authority with law enforcement create a conflict of interest? And would corrections officials have too much authority to decide who is paroled?
