Bill to limit appeals from jailed as inmate's requests swamp Pa. Open Records office

Federal inmate “Johnny Sue-nami,” nicknamed for his proclivity for filing thousands of frivolous lawsuits, has flooded the Pennsylvania Office of Open Records with appeals, driving the agency to its busiest year.

Jonathan Lee Riches, 38, housed at a prison in Fort Dix, N.J., is responsible for 567 open records appeals this year. His handwritten appeals, mailed to the office in Harrisburg, account for 21 percent of decisions issued this year, records show.

Riches sought documents from police and fire departments, public universities, district attorneys, state government departments and even the Milk Marketing Board, an administrative agency designated to give dairy farmers a fair opportunity to market milk.

A measure before state lawmakers would limit what kinds of records inmates can request, an idea that has raised concerns among civil rights advocates who believe doing so could set a dangerous precedent.
