| NYCLU deal cuts state use of solitary confinement |

For decades, critics of the sprawling state prison system have assailed New York's policy of punishing convicts by consigning them to "Special Housing Units," parking-space-sized cells where prisoners can remain isolated up to 23 hours a day. Categorized by prison reform groups as "extreme isolation," life in what's known as "The Box" has been linked to mental breakdowns and even suicide. "It is, literally, torture," said Donna Lieberman, executive director of the New York Civil Liberties Union. She was speaking Wednesday on a conference call in which NYCLU and Gov. Andrew Cuomo's administration announced a settlement designed to greatly reduce the use of solitary confinement in state correctional facilities. Read More. |
