Since the mid-1990s, NIC has promoted an awareness of what has become known internationally as "what works" in correctional practice. Based on cognitive/behavioral and social learning theory, the approach supports the effective case management of offenders and promotes pro-social behavior. Treatment and sanctions are both considered to be essential tools for achieving the criminal justice mission. Support, modeling, and involvement from agency management are essential to achieve success.
