MOULTRIE — When Colquitt County moved its state prisoners three years ago from Veterans Parkway to the former state probation facility at Spence Field a team of Georgia correctional officers came down to help. They brought along a detector that alerts to cell phones to help the new Colquitt County Correctional Institution get a mostly cell-phone-free opening. It worked as the officers found a number of cell phones. But one inmate who made it through the detector and the watchful eyes of state personnel was tripped up when a local correctional officer noticed his unusual watch and took a closer look. It turned out to be a watch with a built-in cell phone, Warden Billy Howell said. Since July employees at the prison have found about 110 cell phones and charged inmates caught with them.
