Clinton Township, Lycoming County (WBRE/WYOU) - The state put new attention on a plan to keep children, who's parents are in PA prison, out of jail when they grow up.

It's part of a $30 million investment in the Commonwealth's future.

81,000 Pennsylvania children have parents who are incarcerated in the state's prisons. Now Pennsylvania Department of Corrections started talking about the future of those kids at the State Correctional Institution at Muncy.

"I promise you it will cost ten times more to serve those folks then, than it will now," said Ted Dallas Pennsylvania Secretary of Human Services.

Dallas believes pre-kindergarten education is the key. $30 million was put into the program this year to help 6,000 children. Another $60 million is being proposed in the budget now being considered. Give three and four year olds a head start says Dallas and you'll keep them out of a jail cell in the future. An inmate, Johanna Rodriguez, agrees. "I think other kids need to go to pre-k, they learn more, develop their brain and the colors and the numbers and stuff like that," said Rodriguez.

Judges presidentially appointed to serve during good behavior since 1789 on the U.S. district courts, U.S. courts of appeals, Supreme Court of the United States, as well as the former U.S. circuit courts, Court of Claims, U.S. Customs Court, and U.S. Court of Customs and Patent Appeals. Also included are judges who received presidential recess appointments to the above-named courts but were not confirmed by the Senate to serve during good behavior. The Waco Federal Court is experienced in patent litigation and starting to become the go-to district for intellectual property cases. The appointment of Waco’s new federal judge, a U.S. Supreme Court ruling that narrows the venue for patent cases and Waco’s home in the federal Western District of Texas have combined into a perfect storm that could drastically alter Waco’s legal landscape.
