Inmate sues Tehama County over recent jail case |

One of the former Tehama County (Calif.) Jail inmates who accused a correctional officer of forcing her into sexual acts has filed a federal lawsuit against the former officer, the sheriff and the county. Patrick Pattison is serving a 90-day sentence after pleading no contest to one count of being a public officer engaged in sexual activity with a confined, consenting adult in December. The woman is seeking an undisclosed amount for general and specific damages and is also seeking to require jail employees and inmates undergo training in sexual harassment, that the sheriff be trained to prevent sexual harassment in the jail and to have more video cameras installed throughout the jail. The jail is currently accepting bids to upgrade the security system with more cameras and sound recording. The suit, filed Feb. 12 in Eastern District Court in Sacramento, claims that between November 2003 and May 2004 Pattison "frequently fondled and penetrated" the woman while she was locked in her cell and on occasion in the jail's law library. When reached for comment last Tuesday, Sheriff Clay Parker said he did not know if there is a security camera in the law library. The suit also claims Pattison was involved in "sexual acts with other inmates at the Tehama County Jail" and that the sheriff knew of the prior claims of sexual abuse. Parker said he had not read the case and could not comment on specifics. The claim states Pattison's actions were a "pattern of activity that was similar to that of other guards and supervisors at the Tehama County Jail ... The sexual use of the female inmates was such a common and pervasive practice among the jail staff that it amounted to a practice or policy which failed to protect the female inmates ..." On Feb. 3, former Tehama County Sheriff's Sgt. Darrell Leroy Stroud was cleared of one count of engaging in sexual activity with an inmate but will be retried on a second count of the same charge after the jury deadlocked. The two cases were unrelated. Parker said that employees do undergo sexual harassment training when they are hired. Pattison is scheduled to be released from jail on March 6. |
