Nellis Camp closing could cost prisons millions

In what is being billed as a cost-cutting measure, the Bureau of Prisons (BOP) plans to close the Nellis Air Force Base Federal Prison Camp. However, such a closure will result in an increase in cost for the bureau, as the base currently utilizes prisoners as cheap labor, American Federation of Government Employees (AFGE) Council of Prison Locals President Phil Glover said. Prison administrators would have to hire private contractors at a higher rate to do the maintenance and grounds keeping, or would have enlisted airmen do the work.
More than 600 inmates work at the Nellis base for approximately 12 cents per hour -- a mere pittance of what the base will have to pay out to contractors. AFGE conservatively estimates that using inmates to do base work saves Nellis about $6 million every year.
BOP also plans to close Eglin Air Force Base in Florida, Seymour Johnson Air Force Base in North Carolina, and a U.S. penitentiary camp in Allenwood, Pa. The bureau has said that by closing the four camps, it will save $36 million in repairs and upgrades. However, it has not broken that number down by camp, nor has it shown estimated costs of improvements.
"The Bureau of Prisons has yet to prove that closing Nellis, or any of the other base camps, will save a single cent," Glover added. "Right now, BOP is nothing more than the boy who cried wolf. This is just a plea for attention."
Additionally, there are approximately 100 collective bargaining employees employed at the Nellis prison camp who will be out of work. "This is not just about a loss of jobs, it also will have grave effects on the local community," Glover said. " If residents are not working, they aren't buying homes, cars, or feeding into the local economy. The correctional officers and other affected workers may even have to leave the community for lower-cost living.
AFGE officials have met with local congressmen and senators -- including Rep. Jim Gibbons (R-Nev.), who is against closing the Nellis camp -- and will continue to fight against these closings.
The American Federation of Government Employees (AFGE) is the largest federal employee union representing 600,000 workers in the federal government and the government of the District of Columbia.
