The Baker administration on Thursday tapped a veteran probation officer to run the state prison system. Thomas Turco was appointed commissioner of the Department of Correction, according to a statement from the Executive Office of Public Safety and Security. He replaces Carol Higgins O’Brien, who announced her resignation Thursday in a letter to corrections employees. Higgins O’Brien said she decided to step aside after “personal reflection and contemplation” and now plans to “move on with my professional career.” She did not elaborate in the letter and could not be reached for further comment.
