SAN JOSE -- The chairwoman of the jail-reform commission formed after three guards were charged with brutally killing inmate Michael Tyree called on Santa Clara County supervisors Tuesday to seize control of the correctional system run by Sheriff Laurie Smith, comparing it to a plane that has crashed because of "pilot error." "You have a pilot who was either indifferent or incompetent -- or both -- who needs to be replaced" immediately, said retired Judge LaDoris Cordell, referring to the sheriff. But the supervisors voted 5-0 to accept the commission's report without clearly indicating their stance on the commission recommendations. A majority of people on the panel advised the board to seize control of the jails from Smith, appoint an independent inspector-general to provide ongoing oversight and overhaul dozens of other policies the commission considers flawed.
