Family members of a victim react to the death of Douglas Belt, the man known as the "I-70" rapist. Belt died Wednesday, at the El Dorado Correctional Facility. Belt was convicted and sentenced to death in 2004 for killing Lucille Gallegos. She was found beheaded in a west Wichita apartment complex. Investigators never found her head. DNA evidence dating back to 1989 linked belt to at least seven rape cases. Belt never stood trial in those cases, partly due to The KBI testing the wrong DNA sample, followed by delays and problems with paperwork. "I had seen the story all day on the news, said April Gallegos, Lucille's youngest daughter. "It just said that a woman had been killed in a vacant apartment.
