FISHKILL – State Police charged a former inmate at Fishkill Correctional Facility for felony assault. Francisco Esmurria, 19, was arrested on Tuesday, April 12, after an investigation revealed that he had covered his cell windows with a blanket and was unresponsive when staff checked on his welfare.
