| Jail director: Full prisons fuel local crowding |

Assuring the public that an old jail now housing overflow inmates is safe, Metro Corrections Director Mark Bolton cited a variety of pressures that have pushed his facility hundreds past capacity. Bolton said opening the overflow area, built in 1954, was "the lesser of two evils" done in the interest of inmate and employee safety. "It's not the best space in the world, but it's better than cramming people into a very confined area," Bolton said. "I think that we are in a cycle here where I'm gonna be opening and closing that unit as the jail population ebbs and flows." The jail space above the Louisville Metro Police Department closed in 2008 because it didn't meet fire suppression – there's no sprinkler system – and smoke evacuation standards but has been used sporadically when the inmate numbers swell.
