CLINTON — A bond referendum for a new Clinton County jail and law center unofficially passed Tuesday night with well over the required 60 percent of the vote. Nearly 74 percent of the Clinton County voters who showed up at the polls voted in favor of the $22 million bond that will pay for the new facility. Approximately 13 percent of all eligible voters voted in the special election, with over 4,300 votes cast. The passage of the referendum authorizes the county to issue general obligation bonds not to exceed $22 million "for the purpose of paying the costs of designing, constructing, equipping and furnishing a jail, sheriff's office, 911/communications center and Emergency Management Agency office and demolition of the existing facility," according to the public notice for the special election. Sheriff Rick Lincoln said he had hoped for the referendum to pass but added he was suprised it passed by an excess of nearly 14 percent. He added with the increase in taxes he was not sure how the citizens would vote but added that he thinks officials' commitment to educating county residents went a long way in the process. "I think all the public forums and jail tours we did really helped people understand the need," Lincoln said.
