A York County, Penn. Prison captain has been demoted and suspended without pay after being charged with groping another male officer on two occasions, officials said.
Joseph L. McCoy Jr., 49, is charged with indecent assault and harassment. He remains free on $5,000 unsecured bail.
The victim, who was identified only as a man in his 30s, told police that McCoy grabbed his genitals on Aug. 3, when he was working the third shift at the prison, and on Aug. 27, when the victim was sitting on a chair in the admissions area.
York County Detective Jeffrey Martz investigated on Sept. 19 after prison officials notified him about the allegations.
"McCoy said that he does this to get a laugh," Martz said in an affidavit.
Kevin Cicak, president of Teamsters Local 430, the union representing non-ranking correctional officers, said McCoy was demoted to correctional officer about three weeks ago and has been suspended without pay pending the outcome of the case.
