No charges against former jail officer |

Prosecutors say they won't file charged against a fired St. Joseph County (Ind.) Jail officer who was accused of rape by a female inmate. But prosecutors say the officer, Johnny Howard, allowed sexual acts between inmates and may have watched. Prosecutor Michael Dvorak says the female inmate who alleged the rape later admitted that no sexual contact took place between her and Howard. Dvorak says that while allowing sex between inmates is unethical and a violation of an officer's position of trust, it's not illegal under Indiana criminal law. Howard was fired after an internal investigation. A St. Joseph County Police Department spokeswoman says he won't get his job back. |
