Conditions in a county jail are so bad, county commissioners want to build a new facility. Now, inmates have filed a suit against Hickman County (Tenn.) , saying the conditions inside the jail are unconstitutional. A hearing wrapped up last Tuesday afternoon in Centerville where the judge determined that he doesn't have the jurisdiction to make a ruling on this suit. Instead, the petition will move on to federal court. The attorney for the inmates says the county and his clients are all sitting on a "time bomb" because of the conditions inside the jail. County commissioners agree the facility is faulty. The commission passed recently a resolution to build a new $6 million building. The current jail is 45 years old. It has many problems, including leaking sewage. The building also has no sprinklers. There's no ability to segregate inmates from felons to misdemeanors. Its capacity to hold inmates is regularly exceeded. Inmates filing the suit say it's enough reason to be transferred elsewhere. Although the judge decided that he didn't have the jurisdiction to make a ruling to move the suit on to federal court, he did give a word of advice at the end of hearing. He said that a new jail is desperately needed and that unless they address that problem now, more lawsuits could follow. Building a new jail could take as long as two years, though. |
