Report: Effective inmate programs could help overcrowding issue |

LINCOLN, Neb. -- For years, Nebraskans have been wondering what the solution may be to the state's prison overcrowding issue. A new report's findings suggest the Nebraska Department of Corrections could do a better job at enrolling inmates in rehabilitation programs, making them eligible for parole and more likely not to re-offend. The Council of State Governments spent six months assessing the department of corrections and its rehabilitation programs. Its findings reveal NDCS has state of the art programs available to inmates, but they don't have easy access to them. The culture in Nebraska's prisons has been a topic of concern in recent months, with a deadly riot at the Tecumseh prison and the escape of two inmates.
