| Second Chance pilot to benefit Monroe inmates |

Seattle Central College will be one of a number of educational institutions across the country — three in Washington — to participate in the Second Chance Pell pilot program through the U.S. Department of Education. Second Chance Pell will make Pell Grants available to people incarcerated in the U.S. prison system. Congress eliminated Pell Grants for prisoners in 1994. Seattle Central will have 63 Pell-eligible students in the 2016-17 school year. According to the Department of Education, Seattle Central and other participating institutions will partner with one or more state and/or federal correctional facilities to offer Title IV Higher Education Act programs, with priority given to those who are likely to be released within five years of enrollment. Seattle Central already works with the prison college program, University Beyond Bars, at the Monroe Correctional Complex, a relationship that will be an integral part of the Pell Grant pilot, said Stephanie Delaney, dean for Extended Learning.
