A Shawnee County Jail inmate walked away from a work crew Monday morning just west of downtown Topeka, and authorities are seeking the public’s assistance in locating the man. Maj. Tim Phelps, with Shawnee County Department of Corrections, identified the missing inmate as Ethan James Brouwer, 25, of 1532 S.W. Shunga Drive.
