Department of Correctional Services Director Scott Frakes made a promise. Once he got a clear picture of the culture and morale problems that exist among employees, caused by pay inadequacies and concerns about safety, communication, leadership and training, he would address them. On Tuesday, he announced a couple of pilot projects -- one at Tecumseh State Correctional Institution and one at the Nebraska State Penitentiary -- that should begin sometime in October and will address staffing, overtime, engagement and safety.
