Report recommends policy changes for Texas prisons |

A Texas prison system report suggests change in state policies on supervising some inmates. That's after a clerk at a maximum-security prison was killed by a support-service inmate. The report was ordered after a support-service inmate strangled prison clerk Rhonda Lynn Osborne on October 21st at the Connally Unit, near Kenedy in South Texas. The inmate was left unsupervised to help her return files to a storage room. The 38-year-old inmate -- Gary Laskowski -- then killed himself by slashing his wrists and neck with a homemade weapon. Laskowski had been serving a life sentence for two aggravated sexual assault convictions in Nueces County. The report, released last week, faulted the current policy under which prisoners can be classified as a support-service inmate. That allows them to work directly with prison employees on tasks such as maintenance and cleaning. |
