Supreme Court rules death row inmate competent |

The Kentucky Supreme Court ruled last Thursday that death row inmate Thomas Clyde Bowling is not retarded. Bowling was within days of his scheduled execution in November when the high court agreed to consider his claim of mental incompetence, WLKY NewsChannel 32 reported. He was convicted of murdering a Lexington couple and shooting their 2-year-old son in 1990. It's against Kentucky law to execute anyone whose IQ is 70 or less. But two intelligence tests administered before Bowling's trial estimated his IQ in the mid-80 range, WLKY reported. |
