Lawmakers across the country are trying to balance public safety with the need to curtail growth in prison populations. To do this, they need information about the impact of particular sentencing policies on prison populations. Over the past 30 years, state sentencing policies have changed dramatically while the state incarceration rate has increased roughly 324 percent.
