OSHKOSH - State authorities were investigating a possible drug ring inside the Oshkosh Correctional Institution when an inmate died there May 5 of an apparent heroin overdose, new records show.

At least four people face felony charges in connection to the death of Daniel Tanner, who died while in a special cell for monitoring inmates whom authorities suspect ingested packages of drugs or them or hid them in their bodies, according to court records. Tanner had finished serving most of a 10-year prison sentence on a 2007 felony conviction for distributing cocaine and marijuana.

Judy R. Wallace, 45, of Waunakee was charged Monday in Winnebago County Circuit Court with one count of being a party to a crime of delivering illegal articles to an inmate. She joins Bryant D. Williams, 30, also of Waunakee, who pleaded not guilty Thursday to the same charge.
