JOHNSONBURG — A Penfield man that is currently incarcerated in Elk County Prison in Ridgway is facing new charges after he allegedly assaulted a fellow inmate in the prison. Dustin Isaac Rhoads, 30, is facing a misdemeanor charge of simple assault and a summary offense of harassment after an incident at the prison that allegedly occurred on Oct. 17.
