WILMINGTON, Del. - Officials in Wilmington say they were able to locate and apprehend a missing offender from PCCC. According to the report, Jamal Winckler turned himself in to the Plummer Center on Sunday, around 7:47PM, without incident. He was then processed, and committed to the Howard R. Young Correctional Institution on escape after conviction and violation of probation. Read More. |
