TOPEKA, Kan. (WIBW) -- Topeka police have captured the suspect accused of assaulting one of its officers over the weekend. Police say Justin Welch, 23, is suspected of pushing an officer down a flight of stairs and punching him in the face Saturday morning. He was captured near Oakbrook Terrace Apartmentse after running from police again. Welch was last seen wearing a full beard, short dark hair, a Carhartt jacket, blue jeans and no shoes. Read More. |
