| Three Wis. correctional officers face felony charges |

Three correctional officers have been removed from duty and face criminal charges for allegedly harassing an inmate at the Green Bay Correctional Institution in Allouez, Wis. Sgt. Robin Norton, 37, of Seymour and officers Russell Kuchta, 29, and Linn Kamin, 31, both of Pulaski, each face a felony charge of misconduct in public office and misdemeanor charges of battery and disorderly conduct stemming from the incidents. If convicted on all three charges, the men face up to 41/2 years in prison. According to criminal complaints filed against the men earlier this month, they began going to the inmate's cell in June. The officers wrestled with the inmate, held him down and tickled him on several occasions, the complaint said. The inmate told a detective from the Brown County Sheriff's Department that the officers would make sexual comments to him and that Norton once showed him a book of sexually explicit pictures, the complaint says. The complaint also alleges that Norton on several occasions tried to kiss the inmate while the others held him down. The three correctional officers told sheriff's investigators that all the incidents were horseplay and that they often hung around the inmate's cell when they had free time and had a friendly relationship with the prisoner. Brown County Sheriff's Sgt. Lance Catalano interviewed several other correctional officers and inmates who confirmed at least some of the allegations against the three, the complaint says. All three correctional officers have appeared in Brown County Court and are due back in the first week of April. All three have signed signature bonds, essentially promises to return to court for scheduled appearances. The status of their jobs with the state Department of Corrections was not available late Monday, but all three are barred from the prison as condition of their bail. |
