The Justice Ministry is considering sweeping changes to the nation’s prison system, putting more emphasis on educating inmates, in the first major reform of its kind since the Penal Code was established in 1907. The changes, which would focus on efforts to prevent inmates from reoffending rather than long stints in forced labor, coincide with government plans to lower the maximum age of minors to 17 from 19, sources said.
