Woman raped at juvenile jail settles civil suit |

A former social worker who said she was raped by a 15-year-old boy at a privately run juvenile detention center in Maryland has settled a civil suit against the operators for $125,000. Amy Bibighaus, 29, sued for $20 million. Her attorney called the resolution "a complete vindication" for the social worker, who was acquitted in 2002 after being charged with statutory rape for the incident involving the detainee. "I think for her, the idea was to be vindicated, for them to say, 'Yes, we were responsible for what happened to you.' And I think that happened," Anton Iamele, who represented Bibighaus, told The (Baltimore) Sun. But a lawyer for Youth Services International and its parent corporation, Correctional Services Corp. of Sarasota, Fla., said that last Monday's settlement represents no such acknowledgment. Robert S. Brennen said the dollar amount was "a reasonable approximation of YSI's estimate of the legal fees and expenses it would have incurred to continue to defend the lawsuit." He said the settlement does not represent any admission of liability on the part of the companies responsible for running the Charles H. Hickey Jr. School at the time of the alleged sexual assault. Youth Services International ran the Hickey School for nearly 11 years until the state decided not to renew its $16 million-a-year contract last March. Bibighaus went to the Hickey School on Feb. 12, 2002, to speak with several student detainees, including a 15-year-old boy housed in an isolation wing after being found delinquent in an armed-robbery case. As part of her job with the public defender's office, she evaluated juvenile delinquents and make recommendations about punishment. |
