| Delaware prisons beef up transgender protections |

Embroiled in a lawsuit with the American Civil Liberties Union, Delaware's prison system has strengthened protections for transgender inmates, taking a closer look at where they are housed and how they are strip-searched and encouraging correctional officers to refer to prisoners using preferred pronouns. The new policy, approved quietly in October, requires staff to weigh gender identity, biological sex and other factors in determining where to house transgender inmates. Previously, Delaware, like a majority of states, made housing determinations based on biological sex alone. The updated guidelines stipulate that the state can't place transgender inmates in dedicated buildings or units solely based on their gender identity, and must consider on a case-by-case basis "the least restrictive levels of security and custody needed to promote the health and safety of the offender," along with weighing management and security concerns.
