| More inmates to be placed at Racine youth facility |

RACINE — Fifty inmates could be added to the Racine Youthful Offender Correctional Facility under Gov. Scott Walker’s proposed state budget. Officials say the proposed change comes as the Department of Corrections tries to better manage its inmate population among state correctional facilities. The Racine facility, 1501 Albert St., has its population limit controlled by state law. The proposed change would give the department more flexibility, Corrections spokesman Tristan Cook said.
