New corrections center must be properly staffed in order to open

On Oct. 27, 2015, the Belknap County Convention (the delegation) was invited to a public hearing on a proposal of the Belknap County Board of Commissioners. The proposal was for approval by the convention of construction of a dormitory style Community Corrections Center (an additional 18,410-square-feet) to be connected to the existing county jail, which in turn was to be extensively renovated. The construction and renovation costs were projected to be less than $8 million. An estimated additional $650,183 annually was projected as necessary for added staff and instructional personnel for the new Community Corrections Center. After hearing the presentation, with all the estimated cost items involved, the convention voted unanimously to approve a bond issue of up to $8 million to fund the project.

Construction began in the spring of 2016. By the fall of 2016, completion was expected by September 2017. During preparation of the commissioners' recommended budget for 2017, which was to be submitted to the convention in early December, Corrections Superintendent Gray was asked for the minimum number of new officers that he could get by with in operating the new facility. His answer was that four would be far less than ideal, but would be the very minimum number of additional officers that would be required to make the new facility operational. The commissioners' recommended budget provides for four new officers and instructional program expenditures that total less than the previously projected $650,183 annual cost that was presented at the October 27, 2015 public hearing.

It should be noted that staffing at the Belknap County Jail has been problematic for a number of years. All three of the consultants that have addressed the needs of the Belknap County Department of Corrections since 2012 have agreed that the department is seriously understaffed.
