A man from Sugar Land on death row for killing his family will stay there, at least a while longer. Thomas "Bart" Whitaker lost a federal appeal on Wednesday, when judges rejected his claims of ineffective assistance of counsel or misconduct by Fort Bend County prosecutors during the guilt or innocence and punishment parts of the trial. At issue was discussion of a plea deal that was never reached. Whitaker offered to plead guilty to the killings, but prosecutors rejected the deal because there was no expression of remorse.
