MONTPELIER - Confusion over a state law has caused a one-year delay in new rules that would protect Vermont prison inmates' ability to get copies of their own records. The Vermont Department of Corrections spent eight months and about 100 staff hours collecting public comments and drafting the new rules, said Monica Weeber, the department's administrative services director.
