| Senate approves compromise prison reorg plan |

The Calif. state Senate approved a bipartisan compromise plan to restructure California's troubled prison system last week over the objections of opponents who fear it swings too far from punishing convicts to rehabilitating them. The reorganization sought by Republican Gov. Arnold Schwarzenegger would create a new Cabinet-level Department of Corrections and Rehabilitation, made up of the current adult Department of Corrections and the Youth Authority. Democratic legislative leaders won changes that will keep youth facilities under their own chief deputy director, maintain a separate youth parole board, and create a Juvenile Justice Advisory Commission. The Senate will give up its power to confirm the appointments of wardens, but will approve other top agency employees. Periodic independent performance reviews also will be conducted by the department's inspector general. The Senate approved the plan 31-7 last Monday, sending it to the Assembly after a lengthy debate on whether the plan goes too far, or not far enough. |
