Criminal charges will not be pursued in the 2015 death of an inmate at Fishkill Correctional Facility named Samuel Harrell. There is not enough evidence to pursue federal or state criminal charges and the investigation has been closed, according to Acting U.S. Attorney Joon H. Kim, representing the Southern District of New York, and Dutchess County District Attorney William V. Grady.
