The manhunt for two armed and dangerous men who escaped from the Pemiscot County Justice Center has intensified after a witness reported seeing one of the men in Caruthersville. A witness in a car said they made eye contact with William Carter who was on a levee in Caruthersville. Carter reportedly ran into the woods. Officers have set up a perimeter in the area and are searching by air and on the ground for him. Carter, 27, is accused of intentionally running over two people in 2016, killing them. He faces two counts of first-degree murder. According to the Missouri State Highway Patrol, a $1,000 reward is being offered for information leading to the arrest and capture of Carter and Joseph Latamondeer, the other inmate who escaped with Carter.
