| Parole board grants release to first three-strikes inmate after changing stance |

The state parole board has granted release to a 69-year-old inmate after announcing days ago that it was changing its interpretation of the three-strikes law. Haneef Rashe'd of Norfolk, who has been incarcerated since 1991, appears to be the first three-striker to be granted parole since the board's announcement Saturday that it was changing its stance on the law. The announcement came days after The Virginian-Pilot published an investigative article detailing that three-strikes inmates were serving longer prison terms than the typical first-degree murder convict, even though a high percentage of them injured no one in their crimes and had never been to prison before.
