A state prison inmate pleaded not guilty Thursday to murdering another inmate who was found dead off S.D. Highway 89 in Edgemont on Jan. 11. Thomas Lucero Jr., 27, is facing Fall River County charges of first-degree murder and an alternative of second-degree murder in the killing of Moses Dubray, 32. First-degree murder carries a penalty of death or mandatory life in prison; second-degree murder, mandatory life in prison. Lucero can be convicted on only one of his alternative charges. He is also charged with aggravated assault against a person identified in his indictment only as “C.I. #17-2141.” In court documents, “C.I.” means “confidential informant.” The indictment indicates the informant testified before the grand jury.
