| Inmate faces felonies for filing fake grievances against jail superintendent |

BATAVIA — Phillip R. Chin had a grievance at Genesee County Jail, where he has been since he was busted for possessing drugs with intent to sell while at a hotel in the city. So he filed with the jail’s inmate grievance committee, which dismissed the grievance. So he filed again, taking it to a state committee and then to a citizens board. All rejected Chin’s claims that jail Superintendent William Zipfel said some bad things about him, including that Zipfel told him he could “make it hard for him in jail,” District Attorney Lawrence Friedman said. “The conversations happened in front of corrections officers so there were witnesses,” Friedman said.
