Heightened security accompanied a preliminary hearing yesterday for 10 defendants accused in connection with the aborted March 3 uprising at the overcrowded Chester County (Pa.) Prison. After listening to testimony from two correctional officers and viewing the videotape shot by one of them, Kennett Square Magisterial District Judge Daniel Maisano ruled that sufficient evidence existed to substantiate charges of riot, possessing an instrument of a crime, criminal conspiracy, and lesser offenses against all 10 inmates. Maisano, who presided at the Chester County Courthouse to accommodate the size and security concerns of the proceeding, dismissed charges of aggravated and simple assault, reckless endangerment, and institutional vandalism. Throughout the five-hour hearing, at least 20 deputy sheriffs were stationed around the courtroom. |
